Doel

Plaats met behulp van dit template een banner om aan te geven dat er sprake is van een zgn. Stub.

date: type the date when the IsStub template was added to the article. Preferably use 4 or 5 ~'s as a standerd
type: sectie = de stub heeft betrekking op een sectie; pagina = de stub heeft betrekking op de hele pagina (standaard waarde)
width: CSS stijl breedte in procenten (standaard 70%)
